Washington Post Leadership World Stage: Ukraine with Kyiv Mayor Vitali Klitschko & Wladimir Klitschko, PhD

Sources of grants-in-aid include Medicaid, transportation money, law enforcement grants, housing grants, "anything where the fed government is cutting a check to the state government to then transfer it to recipients," says Henchman. There isn't a formula as to how much federal money each state gets. Henchman points out that more than 75 percent of the federal budget comprises Social Security, Medicare, Medicaid, social programs like food stamps and defense spending. Social Security is technically a trust fund and not "aid." The rest of the money allocated to a state depends on the income of the people living there, whether military bases or defense contractors are located there, plus how good its politicians are at bringing home the pork. Eighty percent of federal revenue comes from income tax and payroll taxes. Henchman is a Californian himself and understands why his Golden State neighbors grumble about subsidizing federal aid programs in other states. For one thing, large amounts of federal spending allow red state governments to keep their taxes artificially low. The highest individual state income tax rate in Mississippi and Alabama in 2016 was 5 percent, while top-earners in California and New York paid 13.3 percent and 8.82 percent respectively. Part of the problem is a far-off federal government trying to legislate one-size-fits-all solutions in states and localities with different needs. And, some argue, this redistribution helps to level the playing field for all citizens regardless of which state they live in. It's unclear how the California state government could withhold any of its donor dollars from the Trump administration short of advocating for statewide non-payment of federal income taxes.
In contrast to these successes, reliably identifying the camera model that produced a media remains a challenge. Essentially, camera-model attribution requires the extraction of distinctive characteristics that can distinguish a large number of source classes. Improving the accuracy of this task crucially depends on identifying. Combining several such model-dependent characteristics. In source camera-model identification, an alternative approach to content-based analysis exploits the representation aspect of image and video data. Multimedia data is almost always stored and transferred in some compressed file format, therefore it is accompanied by rich metadata and information that govern its organization to ensure successful reconstruction. Moreover, due to model-specific variations in implementation of formatting standards and the choice in parameters, attributes of a video file are expected to vary across camera models while remaining largely invariant among media captured by the same camera model. Combined with the fact that such information is readily available, without the need for a complicated extraction procedure, file structure and the associated metadata potentially offer a high discrimination capability.
NATO sent in cyber experts to end the attack. Hackers could also target internal military IT systems, as in 2019 when the US disabled Iranian computer systems controlling rocket and missile launchers. GPS navigation on military vehicles could be redirected. In the worst-case scenario, Russian hackers would target national infrastructure - essentially, a much larger version of the 2014 global WannaCry cyber hack, which left some GPs in the UK unable to access patient data. Banks, transport networks and power stations would be among potential targets. Cash point machines would fail, leaving consumers unable to access money. Passenger trains might even be derailed, some fear. After Russia hit Ukraine with a series of cyber attacks in the run-up to invasion, signs have already emerged that those efforts have spilled over into other countries. Cyber security company Symantec has said infections have spread into Latvia and Lithuania, both members of NATO and the EU. “Another risk is retaliatory cyber attacks or simply giving the West ‘something to do locally’, so they are not ‘too bored’,” he said. In a 2012 editorial in the Wall Street Journal, US president Barack Obama painted a bleak picture. “In a future conflict, an adversary unable to match our military supremacy on the battlefield might seek to exploit our computer vulnerabilities here at home,” Obama wrote. “Taking down vital banking systems could trigger a financial crisis. The lack of clean water or functioning hospitals could spark a public health emergency.
